Do extreme weather events spur political action on climate change?

The intensifying frequency of extreme weather events, from catastrophic wildfires to devastating floods, underscores the urgent need for climate policy leadership. In a recent study, we test the assumption that these events spur political action on environmental issues.

We examined over 260,000 press releases from 68 political parties across nine European countries spanning 2010-2020. We wanted to understand whether exposure to extreme weather events leads political parties to talk more about environmental issues. Our findings? Beyond a fleeting uptick from Green parties, there is no consistent shift in the attention paid to environmental policies. These findings hold across the political spectrum, event type or whether parties are in government or opposition. This suggests the consequences of climate change might not directly increase political attention.

What are the electoral consequences of supporting minority governments?

In times of complicated coalition formation, the idea of a minority government is often introduced into political discourse. While this form of government is viewed critically in Germany, it has proven successful in countries with high democratic values, such as Denmark, Sweden, New Zealand, and Canada. A common assumption is that it is more advantageous for parties to support a government rather than being directly part of it. An example of this is the SPD, which, after the 2017 federal elections in Germany, initially proposed a cooperation coalition instead of joining a traditional governing coalition.
This study examines the effects of supporting minority governments on the electoral chances of parties in 31 countries since 1980. The results show that parties that support a minority government without a formal agreement tend to achieve better election results than coalition partners. They can exert political influence without being held too accountable for the government’s unpopular decisions.
On the other hand, parties that provide contractual support often suffer similar losses to smaller coalition partners. This is because voters tend to assign responsibility for government decisions less clearly when formal agreements are in place. Parties that merely publicly pledge their support, however, have more room to distance themselves from the government and stabilize their electoral results.

Does breaking coalition agreements have an effect on reelection?

Previous studies show that about two-thirds of the measures promised in coalition agreements are actually implemented. But does breaking promises made in coalition agreements affect electoral support? We analyzed data on the implementation of over 7,000 political promises in coalition agreements from 217 cabinet parties in 19 European countries between 2000 and 2015. The results show that compliance with coalition agreements does not have a significant impact on the election results of the parties involved – except for the party of the prime minister, which benefits from the implementation of coalition agreements.

Which issues can democratic parties effectively use to counter the AfD?

We investigated whether democratic parties can win back voters from right-wing populist parties through targeted campaigns. Based on a survey experiment conducted with 3,000 citizens during the 2021 federal election in Germany, we demonstrated that democratic parties can reclaim voters from the AfD by strategically highlighting so-called “wedge issues.” Wedge issues are topics where AfD voters hold different positions than the right-wing populists, such as social housing or welfare state policies.

Can incentives spur Covid-19 vaccination uptake?

Using a survey experiment with 20,500 participants in Germany, we investigated the effectiveness of three strategies to increase vaccination rates in the context of the COVID-19 pandemic: granting additional freedoms, financial incentives and vaccinations at local doctors’ offices. The results show that all three strategies can significantly increase willingness to get vaccinated, particularly among undecided individuals. In this group, vaccine acceptance can rise from 40% to 53% when all three measures are combined. However, the effectiveness of the strategies varies by age group: older people respond more to access to local vaccination sites, while younger people are more likely to react to extended freedoms for vaccinated individuals.

Does joining a government coalition as a junior partner affect a party’s future electoral success?

Participation in a government coalition as a junior partner can negatively affect a party’s future electoral success. Junior partners often struggle to fulfill their election promises or sufficiently differentiate themselves from the larger coalition partner, reducing their chances in subsequent elections. A comprehensive analysis of 307 parties that participated in 219 elections across 28 European countries between 1972 and 2017 shows that junior partners perform significantly worse than senior partners after their coalition involvement. A case study confirms that disappointed voters and unfulfilled campaign promises are key reasons for the losses of junior parties.

How does income inequality affect the support for populist parties?

Current research shows that increasing income inequality boosts the electoral success of populist parties in Europe. We investigate how factors such as economic insecurity, trust in political elites, social integration and national identity explain this relationship. The analysis of data from 14 Western European countries (2002–2016) confirms that rising income inequality is associated with economic insecurity, low trust in elites, and strong national identity. However, these factors do not fully explain why income inequality strengthens support for populist parties. The results suggest that further research is needed to better understand the mechanisms behind this relationship.

Trading liberties: How do citizens citizens trade-off liberties and the common good?

The study examines under what conditions citizens are willing to restrict their personal freedoms in favor of the public good during the COVID-19 pandemic. Additionally, we analyze how these restrictions affect trust in the government. Using a survey experiment with over 10,000 participants in Germany, we show that the majority of vaccinated citizens support strict measures in extreme situations, especially when they themselves are exempt from the restrictions. In contrast, unvaccinated citizens largely oppose restrictions, regardless of the severity of the pandemic. These measures also influence trust in the government: vaccinated individuals tend to have more trust when strict measures are seen as necessary, while unvaccinated individuals often lose trust in the government when such restrictions are implemented.

Public support for the global distribution of COVID vaccines

During the COVID-19 pandemic, there was significant global inequality in the distribution of vaccines. In a survey experiment with over 10,000 participants in Germany, we show that the majority reject this inequality and support considerable financial contributions to provide vaccines in other countries. However, these contributions still fall short of the amounts needed for a successful global vaccination campaign.

The support is primarily motivated by concern for the well-being of the global population, while material considerations, such as the risk of ongoing health threats, also play a role. Strategic considerations, in which Germany would rely on contributions from other countries, are less relevant. Information campaigns highlighting global health risks can further strengthen public support.
